- ▪ French Timber Group Launches Florence Ré — the Fifth Domestic Captive Licensed in France This Year：On September 21, 2026, J.-P. FAUGÈRE, Chairman of the Insurance Committee of France's Prudential Supervision and Resolution Authority (ACPR), signed the approval document establishing Florence Ré. - ▪ Strategic Layout and Opportunities for Developing Captive Insurers in Hong Kong（View)：To realise the benefits of captive insurance, an enterprise must be large in scale, have solid capital strength, possess comprehensive management capabilities, and maintain adequate loss records, so that risks can be priced accurately. Enterprises should therefore conduct actuarial analysis, together with tax and legal advice, to assess their risk profiles and funding needs in advance, to ensure that their captive insurers can help to control costs while enhancing the company’s overall financial resilience.
- ▪ Promoting the High-Quality Development of Hong Kong’s Captive Insurance Industry(View)： Captive insurance, as an important institutional arrangement for modern enterprise group risk management, serves not only as a “stabiliser” for multinational corporate operations, but also as a key indicator of a financial centre’s comprehensive capabilities. Leveraging the institutional advantages of “One Country, Two Systems”, a mature rule-of-law framework, and an open financial ecosystem, Hong Kong should vigorously develop its captive insurance market. This will help build a stronger risk protection shield for mainland enterprises going global, while injecting new momentum into Hong Kong’s consolidation of its international financial centre status and its integration into, and service to, national development.
- ▪ CIMA Licences Eight New Captive Insurers：The Cayman Islands Monetary Authority (CIMA) issued eight new Class B captive insurance licences in the third quarter of 2026, bringing the total number of new international insurance licences issued in the Cayman Islands so far in 2026 to 28.
- ▪ Singapore's MAS Actively Advancing the Protected Cell Company Framework：Singapore remains one of the largest captive domiciles in Asia-Pacific, but growth in captive numbers has slowed markedly in recent years. With Hong Kong and Malaysia catching up fast, Singapore is under noticeable pressure. In June 2026, Singapore's Deputy Prime Minister and MAS Chairman Lawrence Wong announced that Singapore will introduce a Protected Cell Company (PCC) framework for captive insurance, insurance-linked securities and sovereign risk pools. Targeted for implementation in 2028, the framework aims primarily to lower the entry barrier for small and medium-sized enterprises into the captive market.
- ▪ Malaysia to Launch the MADANI Captive Insurance Programme：The MADANI Captive Insurance Programme is a national-level risk-financing initiative launched in Malaysia's 2026 Budget. There is no single complete official document; the information herein is drawn from the Labuan FSA's public market reports and industry coverage by Captive Insurance Times. As of October 2026 the programme is at the institutional design stage, with no formally licensed and operating captive entity yet. The actual landing structure, the list of participating SOEs, and capital scale will be updated in subsequent policy documents.
