Today, the Beijing Municipal Commission of Transport issued guidance documents to regulate and promote the development of autonomous driving technology. Under the new rules, independent legal entities registered within China may apply for temporary on-road operation of autonomous vehicles. Autonomous vehicles must have both automated and manual driving modes and be able to switch between the two modes at any time. During on-road testing, the vehicle is in a "manned driving" state, and in special or emergency situations, the test driver takes over driving operations of the test vehicle. Once on the road, the testing entity must purchase traffic accident liability insurance or obtain a compensation guarantee letter. It is reported that the traffic management department will launch the first batch of test roads available for autonomous driving.
