On June 26, 2016, the First Asia-Europe International Captive Summit Forum, themed "Research on Captive Regulatory Policies in China and Abroad and the Development of Captive Domiciles", was held in Kashgar. It was hosted by the Kashgar Prefecture Administration, the Kashgar Economic Development Zone Management Committee and the Shenzhen Front Command for Xinjiang Aid Work, and organised by China Captive Network and Shenye Group Co., Ltd. Chen Xuguang, member of the Kashgar Prefectural Party Committee, Secretary of the Party Working Committee of the Kashgar Economic Development Zone and Secretary of the Kashgar Municipal Party Committee, delivered a speech at the forum, which was chaired by Fan Baojun, member of the Kashgar Prefectural Party Committee.

The forum received strong support from the CIRC, the Insurance Society of China, the China Investment Association, the EU-China Economic and Cultural Committee and the China Equity Investment Fund Association. Nearly 300 participants attended, including heads of Chinese and foreign institutions such as the China General Chamber of Commerce, the Embassy of Pakistan in China, Guernsey Finance, the Guernsey Financial Services Commission and the Gibraltar Financial Services Commission, as well as captive industry representatives, experts and scholars. They exchanged views and held discussions on topics such as "captive market development experience" and "regulatory policies of captive domiciles in China and abroad", actively contributing suggestions for the development of China's captive industry.

In his speech, Chen Xuguang said that, with the strong support of the CIRC, Kashgar will make good use of the special financial and insurance policies of the central government and the "One Bank, Three Commissions", draw on the wisdom of industry elites and successful experience from home and abroad, work with all parties, innovate and open up, promote the development of the captive industry, and strive to build Kashgar into a captive insurer registration hub for China and for Asia and Europe, and an Asia-Europe reinsurance and specialty risk management centre.

During the forum, China Captive Network signed a strategic cooperation agreement with the Guernsey Insurance Association, and the Kashgar Economic Development Zone signed strategic cooperation agreements with Datang Group Capital Holdings, Shenye Group Co., Ltd., Guernsey Finance and the Gibraltar Financial Services Commission. The China Information Industry Association sent a congratulatory letter to the forum.
