Since its establishment in early July 2015, China Railway Property Insurance Captive Co., Ltd. (hereinafter "the company") has positioned itself as a professional risk management tool of China Railway Corporation. By thoroughly studying the various risks faced in railway production, operation and construction, the company has provided railway enterprises with quality risk control management services and insurance protection while continuously enhancing its own value, achieving steady development.
Over the past year, in line with the characteristics of the insurance business, the company revised and improved its disaster prevention and loss control measures, covering the main content of disaster prevention and loss control work, the division of responsibilities among departments, and the accrual and use of disaster prevention and loss control funds. The company engaged railway bridge, tunnel and engineering management experts and insurance experts to form a risk management service team, which carried out insurance risk training, on-site risk surveys and the issuance of risk assessment reports for insured railway projects.
With the strong support and cooperation of railway construction units and contractors, the company carried out risk management for four projects under cover—18 sections of the Shangqiu–Hefei–Hangzhou high-speed railway, 3 sections of the Datong–Zhangjiakou high-speed railway, 8 sections of the Xuzhou–Huai'an–Yancheng railway and 2 sections of the Meizhou–Shantou passenger dedicated line. It held more than 20 training sessions attended by over 500 people, printed and distributed 620 insurance handbooks, conducted on-site surveys of more than 40 key, difficult and controlling worksites, issued 13 risk assessment reports, sent out more than 100 severe-weather warnings and conducted three risk follow-up visits. These measures not only strengthened the insureds' risk management awareness but also laid a solid foundation for disaster prevention and loss control, earning unanimous praise from construction units and contractors.
Over the past year, the company actively carried out disaster prevention and loss control for railway passenger accident insurance, assisting passenger transport departments with passenger risk management. On a quarterly basis, the company has gradually provided passenger transport recording devices to the passenger departments of the various railway bureaus; these devices can record not only the passenger service process but also how passenger staff handle passenger injuries and railway passenger accident insurance incidents, serving as one of the important bases for claims services. This initiative has been warmly welcomed by the railway bureaus.
